JOB DESCRIPTION Job Title Management Information System (MIS) Lead Department MIS Reports to Executive Director Location Salary Flexibility Launceston £42K Hybrid but must be on site at least two days a week Contractual status Full-time, Permanent Role summary Key responsibilities The MIS Lead will lead Step into Learning’s management information systems, data integrity, funding compliance, contract monitoring, and internal audit processes. They ensure all learner data and funding returns are accurate, compliant, and submitted on time. The postholder will also act as the organisation’s Deputy Designated Safeguarding Lead and will lead all internal ISO audits, ensuring continuous improvement and audit readiness. This role is central to maintaining strong compliance, high- quality data standards, and robust reporting across Step into Learning, supporting both operational delivery and strategic decision-making. These key responsibilities are neither a comprehensive nor exhaustive list, and the duties may be varied from time to time by your line manager or executive director. Management Information System (MIS) & Funding Lead the MIS function to ensure highly accurate learner data, registers, enrolments, DfE attendance, retention and achievement information. 1 Develop, maintain and improve MIS systems, processes, and internal controls. Oversee data accuracy and validation through DSATs, ensuring monthly DfE ILR returns are error-free or resolved promptly. Complete and submit all monthly DfE funding returns, validating and confirming learner data before final sign-off. Maintain internal MIS spreadsheets for contract monitoring and provide updated reports to Partner organisations and Executive Director. Provide expert guidance on funding rules and compliance to team and the Board of Trustees. Maximise funding generation by ensuring accurate recording, correct coding, and full compliance with DfE funding rules. Compliance & Audit Lead all internal MIS data controls, ensuring they meet internal and external requirements for accuracy and compliance. Run the internal ISO audits (ISO9001 and ISO14001), identifying gaps, corrective actions, and follow-up improvements. Support managers during external ISO audits, including preparation and evidence gathering. Lead the organisation’s preparation and evidence for DfE external funding audits, ensuring full audit readiness and under 1% error rate. Ensure compliance with all funding, data, and contract requirements across the organisation. 2 Provide specialist advice to senior leaders and Trustees regarding compliance risks and requirements. Local Authority Data Returns Manage all local authority data collections and submissions, ensuring accuracy and compliance with each authority’s specific reporting requirements and timelines. Liaise with local authority officers to clarify requirements, resolve discrepancies, and ensure all returns are submitted within the required deadlines. Maintain robust internal processes to track local authority data deadlines and ensure timely, compliant reporting. Contracts & Funding Reporting Provide full MIS, data, and compliance support to the Executive Director, who acts as the Contract Manager for all funded programmes. Ensure all funding data, ILR returns, and compliance information are accurate to support the Executive Director in contract oversight. Monitor performance data for any delivery partners or subcontractors (if applicable) and flag risks or issues to the Executive Director. Produce regular MIS, funding, and performance reports for the Executive Team and Board of Trustees to support decision-making. Provide accurate data, performance trends, and funding projections to inform strategic and curriculum planning. Quality & Continuous Improvement Support processes required to maintain external quality marks. 3 Support Ofsted-related data requirements. Contribute to continuous improvement in systems, processes, and reporting. Finance Support Support the Executive Director with finance-related tasks when required, including: Providing evidence for the annual external financial audit. Maintaining financial records linked to funding. Supporting financial monitoring where MIS intersects with financial controls. External Relationships Maintain positive relationships with DfE, local authority auditors, partners, and regulators. Represent Step into Learning professionally in all data, funding, and compliance matters. Success in this role will be measured by the effective delivery of key priorities, objectives, and targets set by the organisation. This includes: o Accurate and timely ILR and funding submissions with minimal errors. o Compliance with DfE, local authority, ISO, and audit requirements. o Successful completion of internal ISO audits and strong outcomes in external ISO reviews. o High-quality data that supports strategic and operational decision-making. o Strong organisational audit readiness, particularly for DfE external funding audits. o Effective reporting to the Executive Director, senior leaders, and Trustees. o Positive relationships with regulators, partners, and stakeholders. 4 Measure of success Continued professional development o Active participation in organisational development and improvement initiatives. The postholder will ensure that Step into Learning safeguarding and welfare policies and procedures are known, understood, and used appropriately. Will keep detailed, accurate, secure written records of concerns and referrals (including electronic documents) on CPOMS and refer all concerns to the safeguarding team. The postholder will act as the Deputy Designated Safeguarding Lead, taking responsibility for safeguarding and child protection (including online safety). o To support the Designated Safeguarding Lead and action relevant tasks delegated to them through frequently liaison. 6 o To refer cases of suspected abuse to local authority children’s social care or adult safeguarding team as required. o To refer cases to the Channel Programme where there is a radicalisation concern as required. o To support staff who make referrals to local authority children’s social care or adult safeguarding team and Channel programme. o To refer cases where a person is dismissed or left due to risk/harm to a child or vulnerable adult to the Disclosure and Barring Service as required. o To refer cases where a crime may have been committed to the Police as required. o To keep detailed, accurate, secure written records of concerns and referrals (including electronic documents). o To ensure that Step into Learning child protection and vulnerable adult protection policies and procedures are known, understood, and used appropriately with all staff, especially new and part time staff.
