Job Context

Wimbledon and Putney Commons Conservators was founded by an Act of Parliament in 1871,
the Wimbledon and Putney Commons Act. This Act conveyed ownership of the Commons to
a  body  of  Conservators  (5  elected  and  3  appointed)  who  were  charged  with  keeping  the
Commons open to the public with natural aspects preserved. The Commons are to this day
overseen by this Board of eight Conservators with day-to-day management delegated to the
Chief Executive and 24 staff. The Commons are a registered charity.

The  Commons  comprise  around  1,140  acres  of  countryside  split  between  Wimbledon
Common,  Putney  Heath  and  Putney  Lower  Common,  the  latter  located  approximately  1.5
miles from Putney Heath. Approximately 80 percent of the Commons are recognised as a Site
of Special Scientific Interest (SSSI) and a Special Area of Conservation (SAC) and contain
regionally, nationally and internationally rare habitats, such as lowland acid grassland, lowland
heathland and bogs.

During the summer, the Commons welcome more than 10,000 visitors over a weekend period
and are open to the public 24 hours a day throughout the year. The Commons are also home
to many sporting facilities including a golf course and over 48 acres of playing fields. Visitor
safety of the Commons is paramount along with the continued upkeep of the Commons, so
that the community can continue to enjoy these leisure activities.

The Role and Candidate

A  vacancy  for  a  Property  Maintenance  Officer  has  arisen  following  the  retirement  of  the
previous  postholder.   We  are  looking  for  an  enthusiastic, self-motivated individual  who  can
undertake  a  range  of  property  maintenance  repairs  as  well  as  managing  a  programme  of
works and contractors. We are looking for someone who has at least five years’ experience in
a similar role.

The postholder should demonstrate a level temperament, professional character and empathy
towards  staff  (as  tenants  in  tied  accommodation)  or  Commons  users  and  be  able  to
communicate effectively. Team work and interpersonal skills are essential requirements.

Occasional  weekend  work  may  be  required  for  which  time  off  in  lieu  is  given.    Work
uniform/clothing is provided.  This post is exempt from the Rehabilitation of Offenders Act.

Purpose of Post

The  Property  Maintenance  Officer  is  responsible  for  the  day-to-day  maintenance  of  the
Commons’  built  assets,  including  the  Grade  II  listed  Windmill,  and  for  overseeing  the
implementation  of
larger  property
maintenance projects as well as undertaking reactive repairs and liaising with contractors to
obtain quotes, and managing them on site.

Main Duties & Responsibilities

The successful candidate will need to develop an in-depth knowledge of the Commons’ assets
and infrastructure, enabling a pro-active approach to the role and the ability to create a safe
and  pleasant  environment  for  staff  and  visitors.  Develop  knowledge  around  legal  matters
related to properties, utilities and asset management.

To directly undertake a range of property maintenance works as directed, taking pride
in your work, including by way of example:

•  General maintenance tasks, e.g. painting, carpentry, glazing, plumbing, tiling etc.
•  Minor construction works, e.g. bricklaying, paving, fencing etc.
•
•  Minor improvement works - kitchens/bathrooms/renovation works.

Installation and refurbishment or repair of signs, seats, bollards and litter/dog bins.

Undertaking  project  management  and  restoration  works  across  the  Commons’  built
assets,
including  publicly  accessible  buildings,  operational  buildings  and  staff
accommodation, ensuring adherence to agreed policies and procedures.

To  be  responsible  for  implementing  the  agreed  planned  preventative  maintenance
programmes.

Ensure  that  public  facilities  are  in  good  working  order  and  instigate  any  repairs  or
remedial works  as required.

properties/assets, work completed, work required and indicative costings.

Develop  project  specifications  and  work  with  contractors  to  obtain  quotations  for
products and services options, and provide recommendations, ensuring best value and
terms are obtained at all times.

7.  Monitoring works and services carried out by contractors to ensure adherence to health
and safety standards and compliance with specifications and regulations, ensuring the
safety of colleagues and members of the public.

8.

Investigating  drainage/hydrology  problems  and  undertaking  remedial  works.  Regular
monitoring and repair of inspection chambers.

9.  Monitoring compliance of property assets for health and safety (programming testing),

including fire and smoke alarms, Legionella and electrical testing.

10.  Monitoring  utility  use  across  all  sites,  escalating  issues  where there  are  deviances  in

use from the norm.

11.  Becoming  WPCC’s  ‘Asbestos  Duty  Manager/Responsible  Person’  and  overseeing  all

matters related to asbestos within the assets/properties.

12.  To  undertake  any  other  duties  that  may  reasonably  be  requested  appropriate  to  the

grade.

Technical Skills/Qualifications/Education

•  City & Guilds, NVQ2 or equivalent in Plumbing, Carpentry, or another relevant discipline.
•  Qualified by experience with additional skills across different trade disciplines.
•  Current First Aid at Work certificate (or willingness to obtain at employer’s expense).

Experience

•  At least 5 years’ practical experience in multi-trade disciplines associated with property

repairs and maintenance.

•  Proven ability to trace and remedy faults, carrying out competent repairs without

compromising quality or service levels.
•  Ability to prepare written reports on issues.
•  Experience of working as part of a small, flexible team as well as working independently

without unnecessary supervision.

•  Effective communication with the public, colleagues, and external organisations (in

person, e-mail, by telephone, and via radio systems).
