Kempton Steam Museum, operated by Kempton Great Engines Trust, is home to the world’s largest operational triple-expansion steam engine, which supplied water to much of London until 1980. Our project, Kempton: Clean Water for Life – reaching a wider audience, is made possible with The National Lottery Heritage Fund. Thanks to National Lottery players, we aim to transform Kempton Steam Museum’s engagement with visitors and the local community, while enhancing support for volunteers and care of collections.

As part of this project we are commissioning an Audience Development Consultant to design a strategy that will help us to increase visitor attendance and in particular to attract and engage new audiences from the local community and beyond. This initiative will expand our visitor demographic and foster stronger connections with underrepresented groups, local organisations, schools, and families. The strategy will also align with our broader objectives of increasing visitor income, diversifying our audience, and strengthening our role as a key community and educational resource. The expected delivery is six months with completion of the contract by the end of June 2026.

The following outputs are required by the end of the project:

  • An Audience Development Strategy document, including practical and actionable recommendations.
  • A summary report highlighting key findings from consultations and research.
  • A presentation to the museum’s Board of Trustees and Operations Committee to discuss the strategy and its implementation.

Proposals should include:

  • A detailed methodology for undertaking the work, addressing the project’s aims and objectives in no more than 2 A4 pages.
  • A timeline outlining project delivery with key milestones.
  • Relevant audience development experience with supporting case studies from similar projects
  • CVs of key team members to be involved in the project.
  • A breakdown of costs, including day rates and estimated days per team member.
