JOB SUMMARY

The Manager, Human Resources Administration is responsible for leading the HR and administrative functions for International Medical Corps’ headquarters staff in Split, including Finance, Accounting, Logistics/Supply Chain, IT, and other functions. The role ensures compliance with Croatian labor law and statutory requirements, manages HR-related legal matters, coordinates payroll, and provides strategic HR leadership.

The Manager serves as an advisor to leadership on HR strategy, workforce planning, and employee engagement, while also overseeing administrative operations of the Croatia office. The position is critical in aligning local HR practices with IMC’s global policies, safeguarding principles, and organizational culture.

MAIN TASKS AND RESPONSIBILITIES

HR Leadership & Strategy
•    Act as an expert for all HR matters and promote HR as a strategic partner to program and operational goals.
•    Provide advice to management on organizational structure, workforce planning, and HR legal issues.
•    Promote a healthy, inclusive, and productive work environment, including staff well-being initiatives, resilience activities, and conflict resolution.
•    Collaborate with IMC’s global HR team to implement global HR initiatives, policies, and best practices in Croatia.
•    Support the coaching and development of managers and staff to build a skilled, motivated, and committed workforce.

Recruitment, Onboarding & Offboarding
•    Lead recruitment and selection for all Split and IMC Croatia staff, including employees, consultants, and interns.
•    Ensure compliance with Croatian labor law in contracts, documentation, and HR processes.
•    Oversee onboarding and orientation, including MAST training (Mandatory Anti-Sexual Exploitation and Abuse Training), and ensure all materials are regularly updated.
•    Manage offboarding, including exit interviews, return of assets, and knowledge transfer.
•    Ensure appropriate trackers are in place for timely renewals and terminations of contracts and related services.

Payroll, Compensation & Benefits
•    Liaise with payroll team to ensure accurate and timely payroll, benefits administration, and statutory deductions.
•    Oversee accurate timekeeping, leave management, and absence reporting processes.
•    Manage the administration and act as primary point of contact for staff benefits.
•    Provide employees with timely information and guidance on compensation and benefits policies, entitlements, and changes.
•    Monitor and track compensation and benefits expenditures to support budget planning and workforce cost analysis.
•    Collaborate with HQ subject matter experts to lead compensation benchmarking exercises, salary reviews, and annual merit/adjustment processes to ensure competitiveness and equity.
•    Prepare regular reports and dashboards for management on headcount, salary costs, benefits utilization, and payroll trends.
•    Ensure benefits programs and payroll processes are documented, communicated clearly to staff, and regularly reviewed for compliance and efficiency.

Policies, Compliance & Safeguarding
•    Develop, maintain, and update HR policies and procedures to ensure compliance with and align with Croatian law, humanitarian principles, and IMC global policies.
•    Actively promote safeguarding and protection from harassment, bullying, and sexual misconduct in the workplace.
•    Act as a credible, impartial facilitator in conflict resolution, grievance management, and disciplinary processes.
•    Standardize and digitize, where possible, HR forms and processes, sharing best practices and training HR staff as needed.
•    Maintain accurate personnel files and HRIS data administration, ensuring confidentiality and timely reporting.
•    Respond to internal and external audit requests and support corrective actions.

Performance Management & Staff Development
•    Support managers in implementing the performance management process and linking it to training and capacity-building opportunities.
•    Monitor employee performance, morale, and productivity, and recommend initiatives to improve engagement and retention.
•    Assess staff capacity, plan upskilling actions, and track progress.

Administration & Office Management
•    Support office administration for Split HQ. 
•    Ensure compliance with administrative agreements and maintain efficient support systems for staff and visitors.
•    Manage travel and accommodation arrangements for employees and visitors.
