Background:

As the voice of global eye health, IAPB is the overarching alliance of nearly 300 eye
health organisations in over 100 countries working together to eliminate avoidable
sight loss and build a world where everyone has universal access to quality eye care.

The IAPB Vision Atlas is a global evidence hub for eye health. To enhance its value
as a decision-making tool, IAPB is exploring the integration of an activity mapping
features to track and visualise ongoing and planned initiatives that aim to reduce
avoidable sight loss worldwide.

Scope of work:

Lead an exploratory and scoping process, in close consultation with the IAPB
Knowledge team to undertake the following:

1.  Consult with stakeholders and refine requirements

a.  Plan and run consultations/interviews/workshops with stakeholders,

partners, and potential users

b.  Synthesize user requirements, including technical/operational

constraints into clear requirements

2.  Develop a problem statement and use cases:

a.  Develop a problem statement and use cases for key audiences (e.g.

ministries, NGOs, funders, academics)

b.  Identify key success metrics

3.  Explore partners, and feasibility

a.  Map potential technology partners and various approaches (e.g. Google

Places Aggregate API, Places Insights, OpenStreetMap, GeoAI
(HeiGIT), Mapillary, healthsites.io, Gen-AI-assisted
extraction/classification).

b.  Review and assess potential project development partners, with

respect to capacity, scope alignment and expertise.

4.  Define a set of project recommendations
a.  Specify recommended approaches
b.  Identify scope of MVP
c.  Make recommendations for project partners
d.  Make recommendations for technology partners
e.  Suggest target countries where initial mapping would be practical
f.  Develop an implementation strategy for incorporating the

implementation mapping functionality into the Vision Atlas, including
data model and governance.

g.  Project roadmap

Deliverables and Milestones

The project is expected to start in November or December 2025, for an estimated 60
days of work.

Deliverables:

1.  Stakeholder consultation findings, including summarised findings and

prioritised requirements.

2.  Fully defined problem statement, including use cases and success metrics.

3.  Recommendations for potential technology and project development

partners, identify recommended providers, pros/cons, costs, vendor-neutral
comparison.

4.  Draft data model & governance plan, including recommended approach,

recommended solution & architecture, integration approach with Vision Atlas,
MVP scope.

5.  Project Roadmap, including phases, critical path, risks/mitigations.

Qualifications & experience (what we’re looking for)

•  Experience designing or developing applications based on digital

mapping/data platforms (e.g., Google Places Aggregate API, Mapbox, Esri,
Mapillary);

•  Experience working in low- and middle-income countries, specifically in

relation to health medical infrastructure;

•  Experience working with NGOs and multiple stakeholders;

•  Knowledge of health/epidemiological data or public-sector data governance;

•  Excellent written and English skills, including facilitation skills;

•  Excellent analytical, written and presentation skills;

•  Experience with eye health or adjacent global health domains.

Proposal requirements (what to submit)

2.  Approach: an outline of the proposed approach including excellent facilitation

skills your approach to discovery, consultation, landscape analysis, and
options appraisal; risk management and contingencies.

3.  Budget:  estimated total cost and daily rates, inclusive of taxes and currency.

4.  References: two current or prior clients we may contact.

termination of this contract, the Consultant(s) will return to IAPB any materials, files,

All intellectual property and/or copyright material produced by the Consultant(s)
whilst under contract to IAPB are the property of IAPB and will not be shared with
third parties without IAPB’s express permission. The Consultant(s) must surrender to
IAPB any such copyright material created during the term of the contract upon
completion or termination of the contract.
