1. BACKGROUND TO THE ASSIGNMENT:

The Mental Health and Psychosocial Support (MHPSS) Department provides MHPSS consultations through its case management teams located in Bekaa, South, Akkar, Akkar, Beirut and Mount Lebanon. Additionally, it provides awareness sessions on mental health topics, and community support group activities, mental health trainings, and coordination with the National Mental Health Program, with the Ministry of Public Health (MoPH) for the integration of mental health into primary healthcare.

2. PURPOSE OF THE ASSIGNMENT:

The purpose of this scope of work is to support the procurement of the services of a Child Psychotherapist to provide psychological support, psychotherapy session to displaced Syrians, other refugees when needed and members of the host community at the different IMC supported clinics/PHCs.

3. SCOPE OF THE ASSIGNMENT:

• Provide psychological assessment and psychotherapy to displaced Syrian children, other children refugees when needed and members of the host community in the different locations/clinics where IMC is intervening
• Provide psychosocial support – groups and individuals – to trauma survivors and conflict-affected persons.
• Work directly with the social worker and the psychiatrist to develop intervention plans and follow up at the home level.
• Provide regular feedback to the Case Management (CM) team especially the case managers regarding the follow up of the cases and progress of therapy.
• Provide direct support and guidance to the social worker on common cases.
• Complete intake assessments, evaluations, treatment recommendations, reviews, and other documentation as necessary.
• Keep track of patient numbers/cases through IMC outpatient records, to be submitted at the end of every month.
• Make necessary and timely referrals when needed.
• Attend weekly or biweekly meetings including the technical meeting/Community of Practise meeting with the rest of the CM team.
• Community of Practise meeting aiming at enhancing the case managers skills for frontliners, covering pre-set topics/trainings and discussions on existing cases.
• Report directly to IMC MHPSS Manager.
• Attend regular meetings, working sessions and trainings organized by IMC.
• Take part in research activities, mapping exercises or assessments based on mutual consensus with the IMC management team.

4. DELIVERABLES DESCRIPTION:

Submit outpatient records and monthly consultant periodic report of the work executed at the end of each month.

4.1. IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES

 

MHPSS Consultations: Four working days/ month in BML area.

One working day is equivalent to 5.5 hours

 

Peer supervision meeting: meeting at least 1hr 45 min out of 2 hours.

 

Community of Practise meeting:  minimum of 30 minutes community of practice meetings/calls and the total meeting hours not to exceed 1.5 hours/day. The COP meeting will be paid separately for the Psychotherapists who perform the meeting remotely and/or when performed outside daily working hours as approved by the manager.

5. FUTURE PHASES (IF ANY)

Is this a stand-alone assignment or will its implementation commit International Medical Corps to further expenditure of goods or services in the future? Provide details of these future phases.

Consultant Specifications

To perform this consultancy successfully, an individual must be able to perform each task with or without reasonable accommodation.

 

• Master’s degree in clinical psychology.
• Specialized Trainings are a plus.
• Registration at the LOPsy 
• Registration at the Ministry of Finance - Personal MoF number
• Permission to practice issued by the Ministry of Public Health
• Fluent in spoken Arabic and good knowledge of English language.
• Previous NGO experience is a plus.
• Personal interest in educational and mental health issues.
• Good communication and teamwork skills.
• Willing to adhere to clinic schedule.

• Payment

Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost.

• The proposed payment schedule for this assignment (total budget) is variable based on the total number of working days per month, and rate based on working modality in clinic/remote.
• To be paid (e.g  daily, monthly, end of assignment, on a specific date): Payment to be paid monthly.
• International Medical Corps shall pay Consultant at hourly, daily, monthly rate. The daily rate is USD 175/one working day covering BML area for in-clinic consultations. USD 165/one working day for remote consultations. Compensation of 10USD per Peer supervision meeting. 20USD/day for a minimum of 30 minutes community of practice meetings/calls when applicable.
• Minimum hours per day: N/A and Maximum hours per day: N/A

 

In the case of phone consultations: Every 8 phone consultations will be equivalent to one working day even if not performed on the same day. The payment rate that will be followed is as the one listed on the consultant’s agreement. In case the consultant does less than the mentioned number of consultations, he/she will receive a percentage of their daily allowance equivalent to the number of sessions provided.

 

The above-mentioned hours and days can be subject to change due to several factors such as non- scheduled appointments of the beneficiaries, no show up of beneficiaries, weather and road conditions, and consultants justified absenteeism. Additional days might also be requested to respond to the increased demand. Therefore, the program shows flexibility in the number of working days and/or hours/month where the consultant coordinates with the MHPSS manager in each area to approve any change and compensate for the missed days/hours when needed after discussion with program coordinator/budget holder.

 

Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.

 

 

• TITLE RIGHTS

International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant. 

 

• INSURANCE

Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate.  Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees

 

• TAXATION

International Medical Corps undertake no liability for taxes, duty or other contributions payable by the consultant on payments under this contract. 

 

• TERMINATION OF CONTRACT

Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party. 

The period of notice shall be 5 days in case of contract less than 2 months duration and 30 days in the case of contracts for longer periods; provided however that the in the event of termination on the grounds of misconduct or the in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice.

 

In the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
